Does an app project include the backend and admin panel?

A serious app usually needs all three: the user application, secure backend services and an operations/admin interface. The exact scope is defined during architecture.

Can the app work when internet is weak?

Selected workflows can be designed as offline-aware, but synchronization rules, conflict handling and data sensitivity must be planned carefully.

Can the same system support mobile, web and desktop?

Yes. A shared API and business-service layer can support multiple clients while each interface is optimized for its device and users.

Are app-store fees and third-party services included?

Usually they are quoted separately or identified as recurring external costs. The proposal should clearly distinguish development, infrastructure, licenses and store accounts.
